As land values in California and San Diego increase,  and new development is required to provide open space and storm water mitigation, Mitigation Bankers use distressed and abandoned properties to meet offset requirements for new developments.

This appears to be a great idea if implemented properly, along side reviewing agency and neighboring owners.
